Combat may not be initiated during the first round. Prevents an opening rush from deciding the board before anyone has built an engine.
Re-deal any pairing whose starting popularity and coin total falls outside the agreed band, rather than playing an obviously stronger combination. Scythe's mat pairings are not all equal.
